Why a bot flush will never happen:

There will be always (ro)bot (a.k.a. smurfs) teams no matter what we do. This is the nature of such games. New mangers will always fill the lowest division because this is the only way to assure fairness for all. You cannot blame/envy managers that came early in the game, that's the way it is.

There isn't a way how to arrange a bot flush in a way to be fair for all, because there is a different numbers of bots in different levels of competition. How will you explain to some manager that his division's mate was promoted but for him we run out of bots/places in higher division?

The only system which is fair for all - the promotion must be earned with the wining of the division. In this case no one can dispute or argue that it wasn't fair.

Main sponsor, match days sponsors, end season prizes and game attendance are set with minor differences for the different division levels to assure large possibility of promotion for lower level teams. Because of this - the manager's skills and decisions decide in the game.
For the teams in lower divisions is the Regional much more appealing competition, especially in this early stage of the game, where all team are the same "low" quality. There are also other challenges, most important is how quickly build competitive team and there are many ways to do it.

Again, if you want to promote to higher division, you have to deserve it. It's much bigger challenge and pride for the manager who fights his ways to higher division comparing to the option if this would be given to him.

II.1, II.2 and II.3 are Level 2
III.1 to III.9 are Level 3
IV.1 to IV.27 are Level 4

If a team is first in its region and is also first in the regional cup, then yes. The runner up in the cup gets to go to the League of Champions
