Is this special skill very important for GKs? I.e. is it better to have goalie octopus GK with primary gk skills 17 than gk without special skill but 18+ gk skills?

Only my opinion
Octopus with GK skills 17 is for me better like without special skill but GK skills on 18. But if are GK skills 19, I think it's better than GK skills on 17 with special skill. But I repeat, it's just my opinion, maybe someone else will write you something else

It is simple, just add 10% to the goalie's skills.
For example,3.5* = 17 + 1.7( 10%) =18.7
