And I'm not sure you can list 3 most important skills for offensive positions, because it should change with the style of attack and attack area.

Center back is offensive while line defender is a defensive one. The defensive position appears only in particular defensive setups. Try to play a bit with the defensive systems and you will find all the defensive positions.

is the velocity not needed for all positions?

If you mean speed, then it's mainly used by wings to improve their chances of scoring from breaks or counter attacks, but it's also useful for backs, not so much for pivots and goalies.
